Four countries, eight deployments, and a method that replicates

First launched in Lebanon in 2020, the SOLIS bot is now run there by five organisations. Three pilots, Ukraine, Cameroon, Haiti, are replicating the method in radically different contexts: front-line areas, flood preparedness, unreachable neighbourhoods. Everywhere, Solidarités International's local teams adapt the tool to the context.

How we work

Setting up the SOLIS bot

We build the bot's content with your teams and your communities, following a Human-Centered Design approach. A first working version takes two weeks, four two-hour workshops. In an emergency: live the same day, after a single training session.

Scoping One question shapes the whole deployment: when do your beneficiaries most need information, and where is it missing?

A workshop with the full programme team, including the staff who talk to beneficiaries every day, identifies the two or three priority situations, the languages, the access channels (WhatsApp, SMS, voice) and the risks. From this first step:

  • the data-protection risk analysis begins, minimisation, consent, exclusion of sensitive data ("do no harm"),
  • numeric success targets (go / no-go) are agreed in a shared grid,
  • roles are assigned: administrator, content owner, duty officer for reports, community focal points.

Content Your teams co-design the information center, the decision trees and the key messages, in every language you serve.

A V1.0 workshop validates the first version: the answer tree (six options per menu at most), two or three template broadcasts and a first short questionnaire. Every message is written and approved by your teams, no generative AI ever faces a beneficiary.

Technical SOLIS bot configuration, and your teams trained in an hour.

Configuration takes no longer than writing the content itself: surveys, broadcasts and the early-warning system are set up, the dashboard activated, then everything is tested internally. One critical detail: submit your broadcast templates to WhatsApp early, approval can take 48 hours, which is too long in a live emergency.

Pilot Real-world testing with a sample of beneficiaries, and adjustments before full rollout.

A restricted field broadcast tests the access assumptions (delivery, opening, WhatsApp vs SMS). Feedback shapes the wording, languages and formats, including the voice channel, recorded by local team members: a familiar voice is a voice people listen to until the end.

Launch The number spreads through the community's trusted channels, with indicators tracked from day one.

Awareness travels through community relays, local leaders and health workers, one peer recommendation is worth ten posters. Over a three-month pilot: routine operation and mass surveys in month two, evaluation in month three, results are measured against the scoping targets to decide on replication.
